The wiper motor is easy to remove.

The windshield wipers on your 1987 Buick Regal are powered by a motor that also pumps wiper fluid. If your windshield wipers are not working, first check the fuse in your vehicle's fuse box to be sure that it is working properly. If the fuse is still working, you can assume that the wiper motor needs to replaced. This replacement procedure is easy enough that you can perform it yourself without needing to hire a mechanic.
