Learn the state laws. Each state has different laws on what a bail bond enforcement agency can do and what powers they have over the bail jumpers. Researching these laws will give you a foothold when you start your business so you won't make mistakes that can get you taken to civil or even criminal court.

Create a business plan. A business plan will be the guide for starting your business and will include everything from how many employees you need to hire, insurance obligations, goals and projections for success. These can include an idea of how many bail jumpers you want to apprehend in a year, the number of bail bond companies you want to work with and how much money you plan to make by apprehending bail jumpers. A business plan is also essential for any small business loans that you want to have to start the business.

Choose a location. Visit the various sheriffs' departments and bail bond companies and ask if they are being serviced by a bail enforcement agency or if there is a need. You should choose a location that it not oversaturated with enforcement agencies and that has a steady supply of bail jumpers. Your location should be central enough to serve several counties or a large section of urban area.

Get all required licenses. If you want to start a business, you must register with the city and get a license to run your business. Also, many states require a bail bond agent to be licensed, so if you are not licensed you should get the certification or hire licensed bail bond agents for your employees.

Build up your business. Once again visit the various bail bond agencies and see if they are happy with their current service and see if you can work for them on a trial basis. You can offer them a discount for the first month or so until you can build up your reputation as a bail-bond enforcement company.
