How to Know If a PayPal Buyer is Confirmed Before Invoicing
PayPal is an online payment service that is used to send and receive payments for Web-based transactions. It is a popular online payment choice because of its widespread usage and purchase protection policies. PayPal uses a variety of methods to confirm the identity of users so you are protected from fraudulent buyers. Although PayPal doesn't explicitly require that a buyer have a confirmed address to be eligible for seller protection, it is a good idea to ensure that the user you are selling to has a confirmed account before sending the invoice.

Launch a Web browser and navigate to PayPal.

Log in to your PayPal account.

Click the "Request Money" tab.

Click "Create Invoice."

Select an invoice template and then click "Continue."

Enter the invoice details, including your address, phone number, the purchaser's email address and the purchase details, and then click "Continue."

Review the "Recipient Details" to determine whether the PayPal buyer is confirmed and verified. If the user has a confirmed shipping address, it will say "Verified Member" underneath his or her email address. If the user's account doesn't have a confirmed shipping address, it will say "Unverified." If the user doesn't have a PayPal account, it will indicate that information as well.
