How to Create a Tagged PDF
PDF is arguably the most popular format for forms, brochures and other printable documents on the Web. PDF files can be read and created using Adobe Acrobat 9 Pro, the latest Acrobat version as of 2010. A tagged PDF file is essentially a structured document that has an easy-to-follow navigation. Creating a tagged PDF is fairly straightforward.

Open Adobe Acrobat 9 Pro.

Click "Advanced," then select "Accessibility." Click "Add Tags to Document." Alternatively, you can use a key combination of "ALT" + "AAA."

Use the "Touch Up Reading Order Tool", or "TURO" to check how the PDF document was tagged. Click "Advanced," select "Accessibility" and navigate to "Touchup Reading Order." Another way to launch the tool is to press "ALT" and "AAT."

Save the document.

Tips & Warnings
After you open the "Touch Up Reading Order Tool," each object of the document, such as an image, table or text will be highlighted and assigned a number. The numbers indicate the object's reading order. To change the reading order, click on an object and give it a new number in the reading order.
