How to Enable Registry Editing Tools
The Registry Editor is a tool created by Microsoft and included with all versions of the Windows operating system. The Registry Editor is designed to allow users to edit the registry. Editing the registry is a technical process that should not be attempted by inexperienced users. Editing the registry incorrectly can cause significant system-wide errors. Note that the steps described apply to the Windows Vista and 7 operating systems.

Click "Start," type "Run" into the "Search" box and press "Enter." The Run tool opens.

Type "REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f" (without the quotation marks) into the dialog box, and click "OK."

Restart your computer.

Tips & Warnings
To open the Registry Editor, click "Start," type "regedit" into the "Search" box and press "Enter."
Some computer viruses, including Rontokbro, are designed to disable the Registry Editor. Thus, consider running your antivirus program in addition to the aforementioned steps.
