Connecting to a File Transfer Protocol download site from an older Web browser sometimes throws up "The proxy server is not set up to allow full access" error message. The error occurs if you don't have permission to write or delete data on the FTP server or if you haven't enabled browser enhancements. Try fixing this issue by disabling the Web-based FTP option on your browser; you may need administrator permissions to perform this task.

Right-click the Windows button on the desktop taskbar and then select Control Panel from the jump menu.

Click or tap the Network and Internet button and then select Internet Options.

Click the Advanced tab. Remove the check mark next to Enable FTP folder view and then click OK.
