A photo identification card is available in the state of Pennsylvania for any residents over the age of 10. To apply for the card, you must go in person to one of the Pennsylvania Department of Transportation Driver License Centers. There is only one case in which the identification card is free: if you already have a Pennsylvania driver's license and are surrendering it of your own accord because of health issues that compromise your safety as a driver. In all other cases, a small fee is required.

Instructions

  1. Obtaining a Free ID Card in Pennsylvania

      Complete Form DL-54A, "Application for Initial Photo Identification Card." Fill in all required identification information in Section A.

      In Section B, check option 2, sub-option 1. This is the only free option for an identification card in the state of Pennsylvania.

      Sign and date the application in Section C, then complete the correct information in the Request for Organ Donor Designation section. Sign and date the request.

      Choose two forms of proof of residency. Locate and bring the documents with you. Locate and bring a copy of your birth certificate for proof of your identity. See the application form for acceptable forms of identification.

Tips & Warnings

  • If you hold an out-of-state photo ID or driver's license, you will need to surrender it at the time you submit your new application.

  • If you are under the age of 18, you are not required to show proof of residency, but you must have a parent or guardian accompany you when you file your application.
