How to Make Halloween Capes
Halloween capes are great for adults to wear to costume parties or for kids to dress up as their favorite superheroes. Making a cape is a cost effective and easy way to get dressed in costume for Halloween. You can even make a cape without using a sewing machine. You will just need the right materials and fabric.

Purchase a large piece of fleece about 48 inches in width for a small child about two years old and approximately 96 inches wide for an adult cape. Depending on the size of the person, you may have to adjust the fleece size. Fold the edge of the fleece about 2 inches for the collar. For a longer collar, fold the edge of the fleece about 6 inches.

Cut the fleece with scissors starting at the edge of the material. Cut 1/4-inch slits into the fold all the way across the fleece. Once you're done cutting, fold the fleece back to its original state. Take the ribbon, that has a safety pin at the edge, and slide the ribbon from the beginning edge of the fleece all the way through.

Add a scallop design to the bottom edge of the cape. Fold the cape in fourths. Line up the raw edges of the fleece neatly. If you have a cutting mat, use it. Place the cape on top of the cutting mat. Get a dinner plate. Place the plate at the bottom corner of the cape and use the rotary cutter to cut around the plate firmly. Engage the blade of the rotary cutter to cut the fabric. Do this for the other corner of the fleece. Remove the plate and open up the cape to see the scallop design.

Bunch up the slits on the fleece by drawing up the ribbon at the collar. Once you've done this, you can now tie the cape around you or your child.
