How to Burn Movies to VCD
Video CDs are compatible with VCD and DVD players, as well as with your computer if you have installed the proper codecs. You can create a VCD from any movie stored on your hard disk that does not exceed 700 MB. You do not need a third-party disk-burning application to create a VCD. You can burn VCDs using the disk-burning feature in Windows Explorer.

Eject your CD writer's disk tray and insert a blank recordable CD into it. Click on "Burn file to disc" when the "AutoPlay" menu pops up.

Type the name of the VCD into "Disc Title" field. Select the option labeled "With a CD/DVD Player" and click on the button labeled "Next." Windows will open a Windows Explorer window to which you can drag files into so that you can burn them.

Click "Start" and select "Computer." Browse to the location of the video file of the movie you want to burn. Click and drag the video file into other window and click on the option labeled "Burn to Disc." Wait for Windows to complete burning the VCD disk.

Tips & Warnings
The maximum size of the movie video file must be 700 MB. You cannot create a VCD with a movie file that is larger than 700 MB.
If you want to create a disk that will play on VCD or DVD players, make sure you select to burn a disk using the Mastered format.
