How to Correct a 403 Error
When you have limited access to a Web domain or directory, the result is what is known as the "HTTP 403 Forbidden" error. Web domains can be blocked by the computer administrator. You need added permissions on the Windows host machine using the Internet Information Services (IIS) console to rectify the error. When permissions are set, the limited Web domains can be viewable again.
