Create a delightfully simple tutu without a sewing machine. Scale this project for a girl of any age and then surprise her with a matching version for a doll or teddy bear. This quick and easy tutu makes a fun addition to a dress-up box or could serve as part of a Halloween costume. Allow about 30 minutes for the project.

Step 1

Smooth the tulle out across a large, flat surface with the fold toward you. Cut it into 6-inch-wide strips, using the whole piece of tulle. Use a cutting board and rotary blade, if you have them, or just cut with scissors. The strips don't have to be perfectly straight or exactly 6 inches wide.

Step 2

Wrap elastic around the child's waist and cut it where the edges just meet. Overlap the elastic by 1 inch and staple together vertically along the edges. If you prefer, you can hand stitch the elastic together using a needle and thread.

Step 3

Unfold one strip of tulle and center it over the elastic. Tie the tulle snugly around the elastic. The ends form the skirt and the knots hide the elastic. For a shorter skirt, leave the strips of tulle folded before knotting around the elastic.

Step 4

Continue working around the elastic, tying the tulle and pushing the pieces together to form a skirt.

Tip

If you do not have a ruled cutting board to help measure the tulle, use the first piece as a pattern as your cut the remaining strips. For a different look, alternate two or more colors of tulle as you tie the strips to the elastic.
