In Pennsylvania, a CDL Third Party Tester consists of an organization or entity working on behalf of the Pennsylvania Department of Transportation to provide commercial driver's license testing to qualified individuals. Third-party examiners can work for only one CDL Third Party Tester organization and must have certification by the Pennsylvania Department of Transportation to conduct the commercial driver's license skills testing.

      Obtain a Request for Application RFA 353R08 for Third Party Commercial Driver's License Skills Testing Services. Read through the RFA 353R08 for the sections pertaining to CDL third-party examiners.

      Verify that you meet all requirements to become a Pennsylvania CDL third-party examiner. Possess a valid Pennsylvania commercial driver's license that is certified with the third-party tester's highest classification and endorsements. Demonstrate technical knowledge regarding the various motor vehicles' mechanical parts. Show that, within the three years before submitting the application, you do not have any suspensions, cancellations, or disqualifications on your driver's license; you have fewer than six points on your record; you have no DUI convictions; and you have not attended any Accelerated Rehabilitative Disposition (ARD) Program. Review that you can submit the application by showing evidence that you have completed the training courses, conducted skills testing and one CDL test per month (or 12 per year) for the third-party testing organization.

      Submit no more than a 75-page, numbered for reference, outline regarding the necessary work statement to accompany the application. Provide a statement of problem regarding your understanding of the Third Party CDL Skills Testing Services Program objective. Write a management summary consisting of a brief narrative that describes the approach you propose in reaching the objectives in the Third Party Testing Program. Complete a work plan narrative on how you will meet all requirements for online title service providers listed in the work statement requirements in the RFA 353R08.

      Include in the application form your name, address and phone number along with your commercial driver's license number and a list of classes and vehicle types that you seek certification on to conduct the skills tests. Provide the business address and the employer's name, address and phone number who has received or applied for third-party tester certification.
