Go to your local Department of Motor Vehicles with the tag number. If you were in an accident with the car owner then the DMV can locate the owner. They cannot disclose the owners contact information, but they can provide you with a name. It is possible for DMV contact the owner for you for insurance claim purposes.

Hire a private investigator. Investigators have tools and connections to locate people. They have ways to locate people that every day people may not have access too. Since their job is to search for people, they can find the information needed from the owner's tags.
