How to Convert a PAL Tape to NTSC
PAL (Phase Alternating Line) video is an analog television encoding system similar to NTSC (National Television System Committee) video but it has a higher resolution and the NTSC format updates the images more frequently. If you wish to convert PAL tape to NTSC, you can do it with Windows Video maker software and an RCA converter cable in a few simple steps.

Buy a RCA to USB converter cable. Place the PAL tape into the VCR and confirm that it is wound to the beginning.

Attach the RCA converter cable to the "Video Out" port on the VCR.

Attach the USB part of the converter cable to an available USB port on the computer. Place the switch located on the converter to "Input."

Click "Start," "Program Files," and then "Windows Movie Maker" on the computer.

Press "CTRL + R" together to launch the "Capture Video" page. Press "Capture" in Windows Movie Maker and press "Play" on the VCR. Allow the VCR to finish playing. Press "End Capture" in Windows Movie Maker and "Stop" on the VCR when the video has completed playing.

Click "Start," "Program Files," then "Windows DVD Maker." Click and drag the video clip from Windows Movie Maker to Windows DVD Maker.

Click "Options," "NTSC," "Video Format." Choose "Play Video on Continuous Loop." Click "OK." Select the option to burn the video to a DVD or save it to a hard drive. Click "Burn" to apply the selection.

Insert a blank video tape into the VCR. Put the RCA converter cable into the "Video In" port. Place the switch on the converter to "Output." Press "Play" on the computer and "Record" on the VCR. You have now converted a PAL tape to NTSC.
