How to Uninstall Programs From a Limited Account User But Not the Administrators
The Windows operating system has two kinds of accounts: standard and administrator. You can uninstall and disable programs for standard users while keeping them active for the administrator. This process is accomplished using parental controls. Windows parental controls are beneficial for people who want to remove programs for standard users such as children. The controls remove access for the standard account but still keep access available for the administrator.

Log in to your Windows computer using the administrator account or an account with administrative privileges. Click the Windows "Start" button and select "Control Panel." This opens a new window.

Click "User Accounts and Family Safety." In the list of options, click "Set up parental controls for any user." This opens your main Parental Controls window.

Click the user account you want to limit. From the Parental Controls drop-down, choose "On, enforce current settings." This turns on limitation settings for games, programs and time limits.

Click "Block specific programs." This opens a new window. Click "Person's name can only use the programs I allow" where "person's name" is the account name for the limited account.

Choose each program you want to allow for the limited account. All programs chosen are available while the others are left unavailable for the limited account. Click "OK" to save your settings.
