Launch Picasa.

Select "Tools" and then "Configure Photo Viewer."

Select "Use Picasa Photo Viewer as the default viewer for these type of files" and select the image file formats for which you wish to use Picasa Photo Viewer. By default, Picasa Photo Viewer will automatically rotate portrait and landscape photos according to how they should be displayed.

Double click an image file to open it using Picasa Photo Viewer. If the program does not automatically update the orientation, you can click the rotate button located in the image toolbar below the image.
