Straighten all of your hair with a flat iron. Working with your hair while it's straight will enable you to see exactly what you are doing and how much you are cutting.

2
Run the razor comb gently through a section of hair exactly where you want the layers to start and slowly work your way down the strand of hair, swishing the razor comb over and over. The size of the section will depend on what look you want; the section should be about an inch for chunky layers and a quarter inch for finer layers. It is possible to have them start as short as your crown, or by the eyebrows, cheek or chin.
