A high-speed Internet connection and PC are the main needs for VOIP.

You can make and receive phone calls using your telephone by a technology called VOIP (voice-over Internet protocol). This allows you to send your voice through the Internet connection to other computers, cell phones or land-line devices. You will need to have a VOIP provider in order to use the service otherwise you can use free services like Skype, which will allow you to make phone calls to other Skype users.

Both providers will send you a phone adapter so you can connect your phone to your computer.
