A program called uTorrent is one of many that is used to download torrent files from the Internet. The number 1.5 Megabytes per second (MBps) refers to the download speed of a file--specifically, that you download 1.5 megabytes of a file every second you spend downloading using uTorrent. If you want to reach this speed, you have to manually adjust the settings of the program.

Open uTorrent (if you have not already done so).

Type "0" into the "Maximum Download Rate" box and click "OK." This will allow uTorrent to download a file from the Internet as fast as it possibly can. This includes speeds up to 1.5MBPS or more, depending on the connection of the people from whom you are downloading the file.
