How to Fix Missing Tool & Task Bars
If the toolbar or task bar has disappeared from your computer screen, this means that a program called Windows Explorer has unexpectedly closed. The reason Windows Explorer closed doesn't actually matter -- it could have been a basic error, a lack of available memory or any one of a number of things. What matters is getting Explorer back up and running, which can be done via the Task Manager.

Tap the "CTRL," "Alt" and "Delete" (also labeled "DEL" on some keyboards) keys to open a separate window on your monitor in the Windows operating system. Click "Start Task Manager."

Click "Applications."

Click "New Task."

Type "Explorer.exe" into the "New Task" window. Click "OK." This will start Windows Explorer on your computer, returning the toolbar and task bars to their normal positions.
