The rules are part of federal law, and while there is no penalty for violating the code's rules, it is considered disrespectful to the flag not to follow them while the National Anthem is played.

Instructions

      Stand at attention, facing the flag, with your right hand over your heart, except for members of the U.S. Armed Forces who are in uniform, according to the Congressional Research Service.

      Remove your headdress with your right hand and hold the headress at the left shoulder with the hand over the heart, unless you are a service member in uniform.

      Give the military salute if you are a service member in uniform. Salute at the first note of the anthem and maintain the salute until the anthem ends.

      Face the music if the flag is not displayed and act in the same manner as if it were displayed.
