How to Copy Windows 98 to a CD
Copying the files of an operating system is not as simple as copying other data discs. If you want to copy a version of Windows 98 to a CD, and have an actual working version of the program, you cannot simply copy the operating system that is on your computer. You must have a bootable version of Windows 98 and create a bootable CD from the Windows 98 OS. Once you have a bootable CD of Windows 98, you can run Windows 98 on a computer directly from the disc.

Download an online bootable version of Windows 98. You can download bootable versions of the Windows 98 operating system for free at Boot Disk or Bootdisks.

Install a CD-writing program that can write bootable discs. Nero Burning ROM and PowerISO provide the built-in tools needed to burn the Windows 98 operating system to a bootable CD, and they both can be downloaded online.

Launch Nero Burning ROM or PowerISO, and access the boot CD wizard in the program. Click on the "Boot" tab to show the boot CD tools in Nero Burning ROM. In PowerISO, the boot CD wizard launches automatically when a bootable file is loaded into the program.

Add the bootable Windows 98 program file to the program. Click on the "Browse" button or the "Open" button in PowerISO, find the Windows 98 file in the window that opens and double click on the bootable file to load it.

Place a standard CD-R into the CD drive of the computer. You do not need a special disc to burn a bootable version of Windows 98 to CD.

Go to the "Burn" tab in Nero. Check the boxes labeled "Write" and "Finalize." Click on the "New" button and then click on the "Burn" button on the main page of Nero to write the file to the CD. Click on the "Burn" button in PowerISO and Windows 98 writes to disc as a bootable file.
