How to Dial International Calls to Singapore
How you make an international call will depend on a number of factors, including the type of phone you're using to place the call, the type of phone you're calling and, of course, where in the world you're trying to reach. Before making any international call, you should verify that the number you're calling is in the correct format, lest you make -- and be charged for -- a call to the wrong person, or worse, the wrong country. In Singapore, a phone number is always eight digits, although which number must come before those eight digits is variable.

1
Ensure that your number is in the correct format. According to HowToCallAbroad.com, Singapore phone numbers always have an eight-digit format. Landlines begin with either a "3" or a "6," while mobile numbers begin with "8" or "9." Thus the number "2588-19850" is not a working Singapore number, but "8555-5555" likely is.

2
Call Singapore using a landline phone by dialing the "International Exit Code" ("011"), then Singapore's country code ("65"), then the eight-digit number. For example, you would dial the number "8555-5555" using a landline as follows: 011-65-8555-5555.

Use your mobile phone to call Singapore, by holding down the "0" key to make a plus sign ("+"), or simply entering "00." Then, enter Singapore's country code ("65") and your number. On a cell phone, you would dial "8555-5555" like this: +65-8555-5555 or 0065-8555-5555.

Tips & Warnings
Confirm with your service provider what your rates to Singapore are before making your call. Although 20 cents per minute (as an example rate) might seem cheap, an hour-plus long phone call to a friend of relative to whom you haven't spoken in a while can quickly become expensive. If you know the rate before you call, you'll likely make better use of the time you spend on the phone.
