How to Unlock Cities on "Grand Theft Auto: Vice City Stories"
The Grand Theft Auto series puts you in control of a criminal working his way up through the underbelly of a city but limits your movement in the beginning of the game to one area. In Vice City Stories, there is one new area you can unlock, but to do so, you will need to play through and complete the missions in the story mode. After a certain mission is complete, the new city is unlocked.

Vice City Beach

Turn on and begin or continue your game. When you begin the game, you won't be able to access Vice City Beach because of the threat of a hurricane. While you wait for that threat to end, complete missions for Lance Vance and Bryan Forbes.

Play the mission "From Zero to Hero" for Lance Vance. To get revenge on Jerry Martinez, wipe out the dealers bringing in a shipment of cocaine for him and protect Lance. After killing the crew, Martinez will arrive in a Hunter.

Hop into one of the trucks and follow Lance. He will wander through a few neighborhoods before merging onto a main road. Ignore the gunners along the road, who shouldn't harm you or the vehicle much. You'll reach a bridge where you have to deal with Martinez and his helicopter.

Head toward the other end of the bridge, avoiding Martinez' rocket attacks. When he fires one salvo of rockets, switch to the other side of the bridge to avoid the next. When you reach the other side, the cops will chase Martinez away and come after you.

Follow Lance to a safe house. Once you get to the safe house, Lance will pay you $3,000, you'll unlock a new safe house and two items for purchase, and you'll have access to Vice City Beach.

Tips & Warnings
Try to get an AK-47 before storming the drug cartel's dock, as it will help you mow down the enemies faster.
