How to Make Someone an Operator on Your Teamspeak Server
If you create a moderated channel in TeamSpeak, only those who have voice rights are allowed to speak in the channel. As an admin, you have the ability to assign both voice rights and operator rights. Operators are non-admin members who have the ability to assign voice rights, but not the other additional admin privileges. If you would like to make a few of your members as operators, you can do so from within the client.

Open the TeamSpeak client and connect to your server.

Right-click the member's name.

Click "Set Channel Group," then "Operator." The change takes effect immediately.
