Instructions

    • 1

Cut a piece of newspaper to 12-inches-by-18-inches. Place the paper on a work surface in front of you with with 18-inch sides on the top and bottom. Mark each 12-inch side about three inches Draw a shallow curved line connecting those two lines, dropping down to the bottom of the page.

    • 2

Mark the center point of the top of the page. Draw lines from the side marks to the center point. The shape should resemble a triangle with one curved side at the bottom.

    • 3

Cut out the shape from the newspaper. Roll the paper into a cone shape, overlapping the straight sides slightly and holding it together with paper clips. If you are unsatisfied with the resulting hat, adjust the shape you cut out until you are happy with the results.

    • 4

Unroll your newspaper hat and use it as a template for the rest of the hats. Trace the template and cut out as many hats as you need from the paper or card stock.

    • 5

Decorate the hats with Winnie the Pooh stickers, or glue on picture outlines cut from a Winnie the Pooh coloring book. If you want to let the party guests apply the stickers themselves, delay this step until after the hats are assembled.

    • 6

Fashion cones from the hats by overlapping the straight edges and securing with white glue. Hold the cones together with paper clips while the glue dries.

    • 7

Punch two holes in the bottom of each hat, on opposite sides. Tie a string through each hole to form a strap that will hold the hat in place.
