How to Make Microsoft Photo Editor Default in Windows 98
For older versions of Windows, including Windows 98, the Microsoft Photo Editor came included as one of several "Office Tools", though it did not require Microsoft Office to operate. After Windows XP, Photo Editor was replaced by Microsoft Office Picture Manager. Users of Windows 98 can set the Photo Editor as the default program for use with image files using the options menu of Windows Explorer.

Double click on "My Computer". Select the "View" menu at the top of the window and choose "Options". Navigate to the "File Types" tab.

Scroll through the list and select an image file format you wish to associate with Microsoft Photo Editor. Click the "Edit" button.

In the "Actions" section of the Edit File Type window, click on "Open", and then press the "Edit" button.

Press the "Browse" button and navigate to the location of the Microsoft Photo Editor executable file, "Photoed.exe". By default, Windows 98 places this file in the "Program Files\Common Files\Microsoft Shared\PhotoEd" folder.

Click "OK" in the Edit Action window and the Edit File Types window to save your changes.

Select another image file type and repeat the above steps to associate Microsoft Photo Editor with that format as well.

Tips & Warnings
Your system probably has many image file formats in the file types list. The most common image file formats are BMP, TIFF, GIF, JPEG, PNG, RAW and PCT. Changing these extensions to open with Microsoft Photo Editor should work for a large majority of image files.
Don't set Microsoft Photo Editor as the default program for any non-image file. This may cause those files to be un-openable by the default method until you restore their original association.
