You can voice chat with Windows Live Messenger.

Windows Live Messenger is an instant messenger application for the computer. It is free to download and install and allows users to connect with other people for chats and file exchanges. If you have a set of computer headphones with a microphone, you can also use Windows Live Messenger voice chat to speak with another Messenger user.
