Catwoman is known for her tall black boots. Collect images of Catwoman. Make a list of the elements you want to include in your outfit. Determine which pieces you would prefer to shop for and which you would prefer to make yourself.

Go to toy stores to shop for those elements of your costume you prefer not to sew. Consider buying boots, belts or whips if these might be too challenging to fashion.

Select fabric to make the remaining pieces, including such items as the mask with eye holes and cat ears, the cape and the bodysuit. Choose stretchy fabric to make the mask. Consider shiny fabric for the cape and fabric with a rubbery sheen for the bodysuit.

Select doll clothing patterns to make the bodysuit and face mask. Modify mask pattern by cutting eye holes in the shape of cat eyes and adding cat ears to top of head.
