How to Use GIMP to Save BMP as an Icon
The GNU Image Manipulation Program, better known as GIMP, is a free graphics editing application similar to Adobe Photoshop. GIMP is widely deployed on open-source operating systems like Linux and is easy to install on Windows and Mac OS X. GIMP can read and write many different graphics file formats, including Microsoft's bitmap (BMP) and icon (ICO) files.

Launch GIMP. In Windows, click the "Start" menu, choose "All Programs" and select GIMP's shortcut. On Linux, click on the "Programs" or "Applications" menu and select "GIMP Image Editor" from the "Graphics" group.

Click on the "File" menu and select "Open."

Select the BMP file and click the "Open" button.

Click on the "File" menu and choose "Save As..."

Click the "Select File Type" expander button in the lower-left corner of the window.

Select "Microsoft Windows Icon" from the "File Type" list.

Click the "Save" button in the "Save as Windows Icon" window that appears.

Tips & Warnings
The Windows Icon (.ICO) format is commonly used as a website Favorites Bar icon. Most Web browsers expect these files to have dimensions of 16 by 16 pixels and to be named "filename.ico."
