A system firewall is designed as a computer barrier to prevent attacks and unknown files from accessing your computer. However, programs such as Skype, which you actually want to use over the Internet, are often barred from doing so. If you are using a computer on a college network and the firewall is blocking your access, you need to have access to the firewall settings. If you need to be signed in as the administrator, there isn't anything you can do about adjusting the firewall.
