How do I Get a Pennsylvania Driver's License With an Out-of-State Drivers License?
Most residents of Pennsylvania must first acquire a learner's permit, then pass knowledge and skills exams before qualifying for a state driver's license. However, if you already have a valid driver's license from another state, or one that expired less than six months ago, you can exchange it for one from Pennsylvania without taking all of the exams.
Things You'll Need
- Social Security card
- Birth certificate, Certificate of U.S. Citizenship, Certificate of Naturalization or valid U.S. passport
- Out-of-state driver's license
- 2 proofs of residency (mail or government documents addressed to you at your Pennsylvania address)
- Parent, legal guardian or spouse over 18, if you are under 18
- Medical qualification certificate from Form DL-180: Non-Commercial Learner's Permit Application, if required

Obtain and fill out Form DL-180R: Application for Pennsylvania Non-Commercial Driver's License By Out-of-State Non-CDL Driver. You can download this from the state website or visit your local Pennsylvania Driver License Center for a copy.

Go to your nearest Pennsylvania Driver License Center. You must visit in person to change your license. Bring the completed DL-180R form, fees and all necessary documentation with you.

Pass a vision screening test. This shows that you can safely drive on public roads.

Tips & Warnings
The names and birth dates on your identification documents must all match each other. If they don't, bring additional documents to prove they all relate to the same person (you). Examples are marriage certificates, divorce decrees or court order name changes.
You can also bring a housemate who has a valid Pennsylvania driver's license if you don't have any bills in your name. Your housemate counts as one of the two required proofs of residency.
