Florida Adoption Subsidy Process
Prospective adoptive parents in Florida must enroll in a preadoptive 10-week training course, which is a free program, for the permanent placement of the child. Children in the state of Florida's foster care system may be eligible to receive subsidy benefits. During the process of full disclosure, the adoption counselor informs the prospective adoptive parents of the subsidy benefits the child is entitled to receive when their adoption is finalized.

Complete the Model Approach to Partnerships in Parenting (MAPP) training course. Prospective adoptive parents must attend one class per week for 10 weeks to evaluate their suitability to adopt foster care children. Submit to an indepth background investigation and review of professional, medical and financial histories. Upon satisfactory completion, you will obtain an approved adoption home study certificate. A caseworker from the Florida Department of Children and Families will conduct interviews of family members.

Complete the process of full disclosure. Discuss eligibility for adoption subsidy benefits.

Fulfill all commitments for prearranged introduction, day and overnight visitations. Assess compatibility to determine whether to finalize adoption after a 3-month placement trial period.

Meet with the adoption counselor to discuss the child's maintenance subsidy payments, cash assistance, medical subsidies and long-term treatment of preexisting developmental, physical, psychological and emotional conditions. Confirm date of finalized adoption and start date of subsidy benefits.

Submit application to request reimbursement of nonrecurring adoption-related expenses to the Florida Department of Children and Families.

Enroll the child at 16 years of age in the Road to Independence Program, which entitles him to receive Florida Medicaid and financial assistance for living expenses while in college until 21 years of age.

Enroll the child at 18 years of age in the College Tuition Waiver Program, which exempts her from paying undergraduate fees at a college or university in the state of Florida.

Tips & Warnings
Adoptive parents are eligible to apply for a Federal Tax Credit.
Adopted children receive special consideration when applying for financial aid and federal grants.
Adoptive parents are required to sign the Adoption Subsidy Disclaimer form if they decline the offer of subsidy benefits for their eligible child.
Subsidy benefits are terminated at 18 years of age.
