The software to create a Web page comes installed on all computers with the Windows operating system. It's a program called "Notepad." The text editor allows anyone the ability to create and edit HTML documents. The program, however, requires a user have knowledge of HTML before any work can be completed.

      Launch Notepad. Click "Start," "Programs," "Accessories" and then "Notepad." A blank document will appear.

      Type your HTML code. Notepad can handle all HTML tags, so don't feel like you need to hold back. Be careful though because Notepad isn't an HTML editor, which corrects coding mistakes. Double-check your HTML because the program won't validate your work. Remember to close all open tags.

      Save your HTML file. Select "File" and "Save as" from the program's navigation menu. Change "Save as type" to "All Files." Remove "*.txt" from the "File name" text field. Give your file a name. Use underscores instead of spaces, but avoid using any other characters other than letters or numbers. Add ".html" (no quotes) at the end of your filename (i.e. file_name.html). Make sure "Encoding" is set to "ANSI." You can now click "Save."

      Minimize Notepad. Right click on the saved HTML file. Select "Open With" and then chose an Internet browser. Preview your work to ensure the coding is correct.

      Upload the file to your server.
