How to Convert Utf-8 Text to ANSI
UTF-8 is a character encoding that allows for many different characters sets. This means that characters for languages besides English can be displayed. In contrast, ANSI only allows for English characters, however, it is also more efficient for storing English characters and happens to be the native character encoding used by the Windows text editing utility "Notepad." Notepad is included as part of the Windows operating system. You can use it to convert text between UTF-8 and ANSI character encoding.

Right click on the text file to be converted. Select "Open with" and then click on "Notepad." If Notepad is not listed, click "choose program. . .," select Notepad in the dialog window and click "OK." Your file will open in Notepad.

Click on "File" in the top menu bar of Notepad and then click "Save as." This will open the file saving dialog window.

Give your file a name in the space next to "file name." Click on the arrow for the drop down menu next to "encoding." Select "ANSI" and click "OK" to save the file. Your text file has now been converted to ANSI.

Tips & Warnings
You can also convert the file back to UTF-8, Unicode or Unicode big endian formats by changing the encoding you select when saving the file.
Notepad can save the file in other formats besides .txt, such as .htm, .css or .java.
