How to Resize Pictures on GIMP
GIMP is a free, open-source image editing program for Windows, Linux, Mac OS X and other operating systems. While GIMP doesn't have all the features found in photo-editing applications such as Adobe Photoshop, it contains plenty of features in its own right. Like all image editing applications, GIMP contains a dialog for resizing images, which it refers to as "scaling" images.
Instructions

1
Open a picture in GIMP by clicking "File" on the GIMP menu, clicking "Open," browsing to your file and double-clicking it.
-
2
Open the Scale Image dialog by right-clicking on the image, clicking "Image" then clicking "Scale Image."
-
-
3
Type a new width or new length in pixels for the image into the "New Width" or "New Length" boxes under Pixel Dimensions in the Scale Image dialog window. By default, the other dimension is automatically set based on what you type into one of the boxes, maintaining the image's aspect ratio. Disable aspect ratio maintenance by clicking the "Chain" icon to the right of the "Ratio X" and "Y" boxes.
-
4
Resize the picture to the new dimensions by clicking the "OK" icon in the Scale Image window.
-
5
Save the picture by clicking "File" and "Save." Save the picture to a new file by clicking "File" and "Save As" instead, typing a name for the file and pressing "Enter."
