How to Search for Windows Live Contacts
Windows Live Messenger is a way to communicate with other Windows Live users across the globe. There are a variety of ways to add people such as adding users from your email contact book, inviting friends to the service or using the built-in search engine to find users. Each option is free with the Windows Live service.

Log in Windows Live Messenger.

Click "Contacts" followed by "Add Contact." Copy and paste the email address into the designated box and "Add." You must wait for them to approve the add before you can chat.

Type the person's name in the box that reads "Search contacts of the web.." on the main friends list screen. Hit enter. Peruse the list of contacts that appears on the screen. Click the person's name to view their profile and add to your buddy list.
