Obtain the proper business permits and registrations for your state and local area. Get a limousine or chauffeur's license if required by your state's department of motor vehicles. Obtain all other permits and licenses as mandated by your local area.

Determine the types of clients you will be targeting. Create a list of client types and the dates and times of service best suited for those clients. For example, if you are only targeting wedding' and wedding parties, you would want to have limousines that are classic, such as solid black or white, and you would offer limousine hours on weekends.

Determine how many limousines you will have in your fleet and purchase vehicles either new from the dealer or manufacturer or used at an auction or from a used-car dealer.

Inspect all vehicles to ensure that they are safe and in compliance with all stated limousine vehicle codes for your state. Make improvements for comfort and convenience to the limousines. Install wet bars, LED ceiling lights, moon roofs, sound systems and entertainment centers to make your limousines unique and appealing to your targeted customer base.

Customize the exterior of your limousines by adding the name and contact information of your company on the doors or rear of the vehicles to promote your business when the vehicles are in use. Get business cards made up that match the exterior vehicle advertising and list the number of vehicles you have for rent and your contact information.

Create a web site and list all vehicles and rates available for rent. Place photos of all vehicles in your fleet on the website and include interior photos of the vehicles.
