How to Reduce Download Speed
Reducing your Internet connection's download speed becomes necessary at times, especially if you're sharing the connection with somebody. Mostly, this need arises in small office setups with network configuration/routers where some people start hogging the Internet bandwidth. Also, if you use a P2P client for downloading movies, songs or games, you should know that they consume a lot of bandwidth and should be capped so they don't affect your browsing speed at the same time.

Reduce your browser's download speed. You will need to download a plug-in that allows you to cap download rates of your Internet connection. Unfortunately such plug-ins are only available for Firefox and Internet Explorer users as of July 2010.
These are free plug-ins that you install on the computer to specify the download rate. After installing the plug-in, specify the download rate in the "Options" window. You can leave the "Upload" field as it is, or you can set a restriction on that, too.

Limit your Peer to Peer application's download speed. If you use an application like uTorrent, Bitlord or Transmission, you would know that these applications suck a lot of bandwidth and need to be capped if you want to save your Internet bills. The good thing is that all these applications come with the option of limiting the download speed.
Open the application and go to its "Preferences" under "Edit." Here, you will find a tab "Bandwidth." Under this tab, you can specify the download rate per seconds. Some applications like Transmission even allow you to specify the time at which you want all data to be downloaded at the specified rate. Other than the specified time, the application downloads at default download rate.

Buy an Internet connection that offers reduced download speed. For instance, if you're using a connection with 3 megabytes per second download rate, you can switch to a 1 Mbps connection to make the speed slower.

If you have a sibling at home who sucks up all the bandwidth by downloading movies and games from P2P clients, tiptoe into the room and quietly change his computer's preferences to a lesser download speed. He probably won't notice and you'll be able to enjoy faster browsing speeds in order to finish your work without any hassle.
