How to Apply for Certificate of Exemptions at the Pennsylvania DMV
In Pennsylvania, it is possible to get an exemption from emissions testing for the clean vehicle program. Exemptions from the Pennsylvania clean vehicle program need to be filed only when you are seeking a new title for a vehicle. As of July 2010, there is no fee to submit an application for a certificate of exemptions at the Pennsylvania Department of Motor Vehicles (DMV). However, you will need to pay the appropriate title fee because you submit the two applications together.

Download and print form MV-9 from the Pennsylvania DMV website (see Resources).

Complete the form with details about your vehicle, including the VIN, make, model and odometer reading. In section D, you must select a reason from the list for your exemption request. Reasons include the vehicle being an emergency vehicle or an inherited vehicle.

Submit the completed form with your "Application for Duplicate Certificate of Title by Owner" form. You can download the title form from the DMV website (see Resources). Send both by mail to:
