1
Measure your child’s head to make sure the hat will fit. For example, if your child’s head is 12 inches around, you will need to cut materials for the hat accordingly.
-
2
Cut out a long strip of black construction paper that is 8 inches tall and an inch longer than whatever length you measured your child’s head to be. For example, if you measured 12 inches around for your child’s head, then cut construction paper that is 13 inches long and 8 inches tall.

3
Wrap the black construction paper so that the two shorter sides meet and you have an 8-inch-tall cylinder. Secure the inside of the cylinder with tape so that tape is not seen on the outside of the hat, or use glue if you prefer. This will be the top of your hat.
-
4
Place your cylinder atop a large sheet of black construction paper. Trace the circle formed with the cylinder onto the paper. Draw a larger circle around the first circle about 2 1/2 inches bigger than your first circle.
-
5
Cut out the inside circle on your sheet of paper, then cut out the outside of your larger circle. The end result should be a ring that is 2 1/2 inches thick.
-
6
Measure about half an inch from the inside of your ring and draw little lines going about half an inch from the inside and about an inch apart. Cut on these lines, all the way around your circle from the inside, with the scissors. Fold back the pieces you cut so that you now have 1-inch-wide tabs all the way around the inside of your circle.
-
7
Place your cylinder piece atop your circular piece, with the folded-back tabs facing up, so that tabs sit inside your cylinder. Secure the tabs to the inside of your cylinder with tape or glue. You should now have a small top hat with a rim.
-
8
Cut out a piece of white construction paper that is the same dimensions as the cylinder piece, only make it about 2 inches tall. For example, if you had cut a 13-by-8-inch black cylinder piece, then you will want to cut a 13-by-2-inch piece of white construction paper.
-
9
Wrap your white construction paper around the base of your hat, where the cylinder piece and rim meet, and secure it with tape or glue.
-
10
Cut out a 3-by-2-inch rectangle from yellow construction paper, then cut out the middle of your rectangle so that you have a yellow rectangle outline. This will be the traditional buckle that you see on pilgrim hats. Glue it to the front of your hat.
