1
Buy tulle netting. A single yard of tulle netting is enough to create one birdcage veil. Purchase tulle netting at fabric stores.
-
2
Cut the tulle in one long strip, 14 to 36 inches long, depending on desire. A longer piece of tulle creates a fuller, more gathered look. Use a shorter piece of tulle for a flatter veil that lies closer against the head. Tulle should be long enough to stretch from the top of your head to the edge of your chin.

3
Sew one or two small combs to the tulle, depending upon desired look. Sew a single comb to the center edge of the fabric; if using two combs, sew one to each end of the veil. Sew through the teeth of the comb, securing the fabric to the front of the comb so teeth will face the back of the veil. Gather the top edge of the veil, creating small folds, to design a fuller look. Sew on the underside of the fabric, so stitching will be hidden under the veil.
-
4
Add ribbon, flowers, jewelry or other embellishments as desired. Sew or glue decorations to keep them in place. To create a neat look, cut any extra threads which might be hanging loose.
-
5
Attach the veil to a hat, tiara or some other headpiece using needle and thread, if desired.
