How to Get an FFL in Minnesota
To legally sell firearms in Minnesota, you must obtain a Federal Firearms License (FFL). The license allows for you to legally sell and transport firearms. Online purchases also require a holder of an FFL to act as a middleman between the seller and the buyer. A service fee is charged by the FFL holder. All application are administered by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The steps to obtain a Federal Firearms License in Minnesota is the same as it is in any other state.

Fill out the Federal Firearm License Form 7 (ATF F 5310.12) and Certification of Compliance form (ATF F 5330.20). Visit the ATF Distribution Center online to request these forms (see Resources).

Call your local law enforcement agency to schedule and complete two fingerprint identification cards. Inform the agency that the fingerprint card you require is the FD–258.

Have two photos taken of yourself and anyone else who will be named on the FFL application. The photos must be 2 inches by 2 inches. Passport photograph locations can provide this service.

Send the completed forms, photos and fingerprint cards and application fee to the ATF. The application fee varies depending on the type of license you are applying for. Refer to the application for the fee scale for dealers and transporters. The application will be processed and sent to your local Minnesota field office. Send the information to:

Meet with an industry operations investigator, who will make sure your business meets all state, local and federal laws. The official will also verify your information to check the validity and accuracy of your application. After the meeting, the official will file a recommendation.
Upon approval, your FFL will be issued to you. The entire process takes around 60 days from application to licensing.

Changes can be made to an existing FFL by filing an Application for an Amended Federal Firearms License.
