How to Fix a Stuck House Window
The primary culprit responsible for stuck windows is paint. When windows are painted they need to be moved up and down as they dry. This prevents the paint from sealing the windows in place as they dry. Many people, including painters, neglect to do this, and stuck windows are the result. A stuck window is an annoying problem but it is one that easily fixed with a putty knife, pry bar and hammer. Does this Spark an idea?

Slide a putty knife between the window sill and the sash. Start in the top left hand corner. Slightly tap the putty knife with a hammer. This helps it cut through the paint that is causing the window to stick. Work the putty knife down the left side of the window until you reach the bottom of the window frame. Repeat the process on the right side, and then along the top and the bottom of the window.

Wedge a pry bar between the window and the bottom of the window frame. Start the the left corner. Protect the window frame by laying a block of wood under the pry bar. Loosen and pry the window up a little bit from the left side. Move the pry bar to the right side and repeat the process. Continue until you are able to fully open the window.

Open the window and inspect the window sash. Clean the window sash. Sand the window sash and the edges of the window to remove any thick paint or dirt and debris.

Close and open the window a few times.
