1
Choose a location for your restaurant. Take into account how much foot traffic it offers, and how much it will cost compared to how much money you think you may be able to raise. Keep in mind that to renovate a kitchen can cost a lot of money.
-
2
Decide what kind of Mexican restaurant you want to open. Do you want a taqueria serving casual Mexican food? Or perhaps a romantic restaurant serving upscale Mexican dishes such as chicken mole and Veracruz-style fish would be better. Drive around the neighborhood and note what kind of niches are not currently filled.

3
Raise money for your restaurant. Put together as much money as you can, through savings, private investors or bank loans. Write a business plan where you detail exactly where the money will go.

4
Fill out the paperwork. Check the rules for opening a restaurant in your state. Common licenses that you will need include a foodhandler's license, liquor license and worker's compensation. Once you have this paperwork your restaurant is ready to go.
