How to Get Rare Pokemon in Emerald
Fight trainers and capture monsters in the Pokemon Emerald game. The key to victory is acquiring the best and most powerful Pokemon for your team. However, the strongest Pokemon--such as Groudon and Kyogre--also tend to be the rarest, and are the hardest to capture. However, you can increase your chances of capturing success with the right Pokemon types and attacks, as well as a good supply of Ultraballs.

Engage the rare Pokemon with a Pokemon that has an opposite attribute. For example, if you are fighting an ice Pokemon like Regice, you will want to start the battle with a rock-and-steel type like Steelix.

Use any combination of attacks that are strong against the rare Pokemon's element and use healing items or skills when necessary. Continue this step until the opposing Pokemon's hit points are very low.

Apply negative status conditions that immobilize the opposing Pokemon. These could be attacks that induce sleep from hypnosis, paralysis from the stun spore, or freezing from the ice beam. Switch around the battle team if necessary to use these attack types.

Throw Ultraballs at the weakened and status-afflicted rare Pokemon. Repeat step three when the negative conditions wear off, then step four until it is caught.

Tips & Warnings
Use specialized Pokeballs such as Net Balls for bug-and-water type Pokemon, and Dive Balls for underwater types. Additionally, use Timer Balls if the battle runs for 10 or more rounds. These specialized Pokeballs have higher catch rates than Ultraballs.
You can also use the Masterball to instantly capture a Pokemon, but keep in mind this is a very rare item that cannot be bought at the store--so use wisely.
