Move to Florida. If you have a home in another state or country, you can declare Florida your state of residence, but you first need proof of a residence in Florida before you can become a resident.

Visit your county clerk's office to obtain a residency form or sworn statement. The state maintains a common form you can use so you don't have to create your own.

Fill out the residency form. The form states that you reside within that county of Florida and intend to maintain the residence as your permanent home. If you live in another state, filing this residency form can revoke your status as a resident of that state.

Notify a clerk that you wish to file the residency form. The clerk can notarize and file the form for you, which will establish your Florida residency. Pay the fee and show your driver's license to establish proof of your identity. When the court files the papers, you'll become a Florida resident.
