How to Fix DVD Scratches
The materials used for the playable surface of a DVD are vulnerable to being scratched. You can fix scratches on a DVD, or any optical disc for that matter, so that the laser in the playback device will be able to operate without incident. You need a few common items but no special skills. Fixing a scratched DVD is not a copyright violation.

Put a soft cloth on a table. Put the DVD on the soft cloth with the label side facing down.

Blow off the DVD with compressed air.

Remove the cap from the lip balm tube. Rotate the bottom of the tube to bring the stick of balm out of the front of the tube.

Rub the stick on the entire DVD, starting from the center next to the hole and winding around the DVD in a circular pattern outward to the edge.

Put the cap back on the tube.

Rub the stick on the DVD with the edge of the lint-free cloth, starting from the center next to the hole and moving outward in the same manner as before.

Wipe off the DVD with a clean edge of the lint-free cloth.

Blow off the DVD with compressed air.

Tips & Warnings
Wipe the rim in the hole in the center with a clean edge of the lint-free cloth before using the DVD.
Do not apply too much pressure on the DVD when using the lip balm or the lint-free cloth.
