  • 12-by-18-inch paper
  • Markers or crayons
  • Stickers
  • Glue
  • Hole punch
  • Elastic cord

      Lay the 12-by-18-inch paper out horizontally on a flat work surface. Carefully trace a large triangle onto the paper with the 12-inch side acting as the height of the paper hat and the 18-inch side acting as the length to wrap around the head. Cut the triangle out using scissors.

      Using markers or crayons, decorate the paper. Be creative in the patterns or designs you choose to use. If you are an adult pre-making the paper hats for a party, consider decorating the hats to match the theme of the event. Add stickers or any other embellishments to the hats.

      Roll the paper so that a cone shape is created. Apply a thin line of glue to one edge of the paper and press it down to construct the shape of the party hat. Smooth out any wrinkles or creases using your fingers. Allow the glue to dry before proceeding.

      Use the hole punch to create one hole on each side of the party hat. The holes should be approximately 1/4 inch above the bottom of the hat. Cut a piece of elastic cord approximately 7 inches long. Tie one end of the cord through each hole in the hat. This will create a chin strap to keep the party hat securely fixed on the child's head.
