How to Send Money From PayPal to the IRS
Paying the IRS can be a real pain. If you don't have enough money saved in another account, you can use the money in your PayPal account to pay your taxes.
If you have money in the account, you can pay the IRS without having to transfer the money to your checking account and write a check to the IRS. Apply for a PayPal debit card and use that card to pay your tax bill.

Apply for a PayPal debit card. The PayPal debit card links your PayPal account balance to a MasterCard. Log in to your PayPal account; click "Withdraw," then click "Use Debit Card." Follow the instructions to apply for the card.

Activate the PayPal debit card. Once you receive your debit card in the mail, activate it by logging in to the PayPal website or by calling the number on the front of the card. To select a PIN, you have to activate the card online.

Go to OfficialPayments.com to make a payment to the IRS using your PayPal debit card. There is a 2.35 percent fee to use this service. Select the type of payment you wish to make, enter the required information and pay with your PayPal debit card. The amount will be withdrawn from your PayPal balance.

Tips & Warnings
You must have a verified PayPal account to apply for a debit card. Your account also has to be a premier or business account. You cannot receive a debit card if you have only a personal PayPal account.
The PayPal debit card has a daily spending limit of $3,000, so if your IRS bill is larger than that you may have to make payments on different days.
The PayPal debit card is not a credit card so you can use only the funds available in your PayPal account.
